My 2 year old is on the petite side so they kinda big on her but she has plenty of room to grow. She's about 25 lbs for reference and we got her a 2T.
These are a really cute design, but the material is so thin. My child likes to play hard and I worry that these won't hold up. I also prefer more elastic in the waist to a drawstring. A drawstring is a lot to deal with every bathroom trip.
